Majority of speeding violation citations are issued by the California Highway Patrol (CHP) on California highways or the local county sheriff or local city police department. Roadways in California are subject to the Maximum Speed Limit Law of the California Vehicle Code Section 22349 vc. The Maximum Speed Limit Law explains that the maximum speed limit on California highways is 65 mph for multi-lane roadways (see 22349 a vc) and 55 mph for undivided single lane roadways (see 22349 b vc). Therefore, a speeding violation for driving in excess of 65 mph is issued for violating 22349 a vc and a speeding violation for driving in excess of 55 mph is issued for violating 22349 b vc.

However, there are certain exceptions. On some California highways the speed limit may be increased from 65 mph to 70 mph (see List of California highways with 70 mph speed limit) provided such increase is done after conducting a Traffic and Engineering Study. The speeding violation code section for driving in excess of 70 mph is 22356 b vc for those specific highways. The other exception is when the speed limit on a roadway is decreased below the 65 mph or 55 mph based on a traffic and engineering study. Most of the speed reductions are done by local municipalities or county government agencies. The speed limit is adjusted lower based on the 85th percentile speed determined by the Traffic and Engineering Study. Generally, the speed limit is adjusted within 5 mph increment of the 85th percentile speed. The speeding violation code for the reduced speed limits is 22350 vc.   

There are also other speeding violation codes in California such as; 22406 a vc and 22407 vc. These speeding violation have to do with commercial vehicles or vehicles towing. In California commercial vehicles are subject to lower speed limits as posted (speed limit of 55 mph etc..). Therefore, driving in excess of the commercial vehicle speed limit may result in a speeding violation for a commercial driver.
